Excellence in safety and health is fundamental to Pasminco’s vision to be the best from Mine to Market. This year work focussed on future requirements to continuously improve safety and achieve the objective of an incident free workplace.

Prevention through the development of a preventative safety culture remains the key objective with the three main areas of attention being:

  • Safety behaviours, awareness and culture.
  • Management commitment, standards and audits.
  • Systems of work.


The Safety and Health Leadership Group (SHLG) was formed during the year, consisting of operating executives, senior management and chaired by the managing director. The key objective of the group is the strategic drive and direction of safety and health at Pasminco.

The Safety and Health Reporting and Measurement Standard was implemented, enabling safety performance and improvement opportunities to be consistently measured and monitored. Also introduced was the Significant Incident reporting and distribution system which enables key details of significant incidents, the lessons learnt and effective preventative measures can be shared across the Group.

The Blood Lead Protocol was reviewed and reissued, including revised targets and standards for measuring and monitoring blood lead.

Safety and Health Taskforces
Four taskforces have been formed to drive the Pasminco Safety System across the group. They are the Safety Health Network group, the Hygiene Taskforce, the Mine Managers Working group and the Rehabilitation Network group. The key activities of these groups include a review of the total Pasminco Safety Standards and the audit and evaluation system, the control and effective management of operating exposures and investigations into safe systems of work for our Underground operations. A critical component of their work is the development of a safety awareness and behavioural program.

Safety and Health Performance
A fatal accident in March 1999 at Elura served as a reminder that more work is needed to improve safety and health in Pasminco. An incident review was completed and recommended actions have been implemented.

The group has moved to a broader outcome measure known as Medical Referral Injury Frequency Rate (MRIFR). This captures all injuries resulting in medical treatment and/or alternate duties including lost time and includes all employees and contractors.

Group MRIFR performance has shown a significant downward trend from 77 to 51 in the period, complimented by excellent performance at Broken Hill, Hobart and Budel. Broken Hill also became the first Pasminco site to participate in the Minerals Council of Australia MINEX awards for safety excellence.
