This year was both significant and progressive for safety at Pasminco. Revised Pasminco Safety Management Standards were developed and introduced, along with a Self Evaluation process and the Pasminco Safety Beliefs. The progressive introduction of these approaches has reinforced safety as a core value to the organisation. The key to a safe workplace is the development of a safety culture, where Pasminco people show a genuine desire to protect not only their own safety, but also the safety of fellow workers.
Despite significant improvements in safety performance over recent years, results for 1999/2000 show performance has deteriorated.
The overall Medical Referred Injury Frequency Rate (MRIFR) increased to 64 from 51 the previous year. This is a disappointing statistic which does not take into account the effort and progress made towards driving a preventative culture. Emphasis is placed on the at-risk situations and behaviours that are contributing to incidents. Although the year was fatality free, several high potential incidents occurred which have provided invaluable lessons to prevent similar incidents happening again.
Significant improvement in overall employee lead blood levels was achieved and progress to promote sound workplace and hygiene practices continue.
Significant achievements for the year included:
- Driving a preventative culture with a focus on leadership, behaviour, mindset and awareness
- Implementation of the Pasminco Safety Management Standards as the foundation for safety improvement
- Implementation of the Self Evaluation and executive review process
- Introduction and understanding of the Safety Beliefs as the Pasminco guide to decision making and thinking
Actions arising from these plans:
- The Pasminco Safety Management Standards and Beliefs were rolled out and integrated across the Group
- Self evaluations now being conducted using the self evaluation booklet. Each site is to conduct an annual self-evaluation against the standard criteria detailed in the Safety Management Standards. The purpose is to identify and prioritise the gaps between actual and minimum performance requirements as a basis for planning. The self-evaluation process actively involves teams in its compilation and review
- Introduced Behavioural Awareness approach to safety. A pilot program was undertaken at Rosebery and is now being introduced at other sites
- Reinforcement of safety beliefs through CEO presentations to all Australian sites
- The introduction of systems to better capture incidents – including near misses - in the workplace.
- 1999/2000 was a fatality free year

- Safety awareness, behaviours and attitudes are critical to safety improvement
- Developing knowledge in recognising and preventing at risk behaviours and situations is essential
- All operating exposures can be identified and their risks managed
Pasminco Safety Safety System
The Pasminco Safety Management standards are an integral part of the Pasminco Safety Management System which encompasses the vision and values, safety and health policy and safety beliefs.
The safety management system is a hierarchical system where documents and systems must meet the requirements of those in higher levels.
The objectives for the Standards are:
- To define the requirements for the development and application of more specific and detailed Safety Management Systems at various levels of operation at Pasminco
- To establish a framework for safety performance management at Pasminco
- To facilitate a consistent approach to safety management at Pasminco and, through this, facilitate the sharing of best practice between operations
- To provide accessible criteria against which Safety Management Systems across Pasminco can be measured

- People
- Information and Analysis
- Safety and Health Processes
