No. Only owners of nominated properties who have signed the Participation Agreement and have received confirmation from the LAS Team are eligible may participate in the LAS.
If you dispute the decision regarding your property’s participation in the LAS, please contact the LAS Team via the below contact details and ask to speak with the LAS Manager.
Your property may have areas that contain levels of lead which are higher than the average lead levels in the balance of areas of your property. In these circumstances, an LAS Team member will contact you to schedule an appointment to take additional samples or investigate the results further.
The results of the sampling at your property are tested by an independent laboratory and certified by an independent certifier. If you do not agree the sampling results at your property, please contact the LAS Team to discuss your concerns.
Should your issue not be resolved a second round of sampling may be conducted. The results from the second round of samples will be final and binding. If you still disagree with the sampling results, both sets of results will be adjudicated by an independent Certifier.

The LAS is a voluntary, opt in, program. Participants are permitted to withdraw from the LAS at any stage. Participants who no longer wish to participate in the LAS are required to notify the LAS Team in writing.
The LAS is designed to manage lead dust particles which may have been deposited on residential properties. Accordingly, if you own a nominated property which is tenanted and used for residential purposes, you can participate in the LAS. You must obtain permission from your tenant in order to allow access to the property for sampling and implementation works.
The LAS is available to residential properties and properties used predominantly for residential purposes. Your property may not necessarily be excluded from participation in the LAS. Please contact the LAS team to confirm your eligibility to participate in the LAS.
If there are insufficient lawn or bare soil areas to take samples from five (5) areas, the authorised representative will reduce the number of areas from which samples are taken.
Black slag/sand is the by-product of the production of lead and zinc, as was produced at the PCCS site during its operation from the late 1890’s to 2003. It can be recognised by its black, gritty or granular texture, which may be shiny or dull and range in size.
We understand that black slag/sand was often used as filling material in landscaping and engineering works in the Boolaroo area. Accordingly, it may be possible that you have black slag/sand on your property
Nominated properties with black slag will not be excluded from the LAS. However, no sampling or abatements works will be carried out on bare soil or grassed areas which contain black slag, pursuant to the terms of the implementation document.
The LAS will be conducted free of charge to eligible nominated properties.
Participants can elect to carry out additional abatement work at their own expense. In this event, individuals can make arrangements with the LAS Team to deposit the contaminated material from their property at the PCCS site for placement in the containment cell prior to its closure.
No. A suitably experienced contractor will be assigned by the LAS Team to complete the works at eligible nominated properties.
No. Nominated properties are required to be tested under the parameters of the LAS in order to be eligible for abatement works to be completed under the LAS. However, if you have previously had sampling done at your property the LAS Team will request that you provide them with a copy of the results.
After sampling is completed each sample area will be left with five (5) small holes approximately 50mm deep and 50mm wide.
Garden beds and vegetable patches are turned regularly and often have additional top soil added, thus potentially diluting the levels of lead in that area. Accordingly, it is unlikely that samples from garden beds and vegetable patches will provide results which accurately reflect the levels of lead in the lawn areas.
No. All abatement works will be completed in accordance with the approved abatement schedule (attached to the Participation Agreement).
How do I look after the abatement works once they have been completed?


A Section 149 notation identifies that the property has a history of contamination and remains on the property title permanently.
Only nominated properties which have a Section 149 notation on their title are eligible to participate in the LAS.
Please be aware that a Section 149 notice may adversely affect the value of your property. PCCS takes no responsibility in any devaluation of your property as a result of a Section 149 notice (current, future or amended) being placed on your property.
